This method will upgrade all the plugins installed on the local machine if there are newer versions on the APS.
The UpgradeAll method checks if a plugin is being used at the moment before upgrading. If the DLL is locked by the operating system, the PluginManager will record a warning in the event log, and the upgrade will be terminated.
